For your tonkatsu curry sauce, in a saucepan over medium-low heat add your water, soy sauce, rice vinegar, toasted sesame oil, sugar, Japanese curry paste, and salt to taste. Whisk until everything is mixed through and cook over a low simmer for 5-10 minutes.
For the rice, cook your rice according to the package instructions, but add in your vegan butter, and whole cardamom pods, cloves, and salt to taste before covering the pot with the lid. Allow to sit covered with the heat off for 15 minutes after finished cooking, then fluff with a fork.
